How Data Centres Use Bulk Water — and What to Consider When Choosing a Water Supply Partner

A practical guide to bulk water supply, emergency water provision and contingency planning for data centres.

Data centres are usually discussed in terms of electricity, connectivity and computing capacity. Water receives less attention, but for many facilities it also plays an important role in keeping critical infrastructure operating.

As data centre capacity grows and higher-density computing changes cooling requirements, operators and developers need to consider not only how much water a facility may require, but how reliably that requirement can be met.

That can include access to bulk water supply during normal operations, planned works or periods of increased demand, alongside an emergency water supply to build water resilience if the primary mains supply is interrupted.

For anyone responsible for designing, operating or protecting a data centre, understanding where water is used is an important starting point. It also helps determine what to look for in a bulk and alternative water supplier, particularly where continuity of supply is critical.

Where do data centres use bulk water?

The largest potential requirement is cooling. Servers and other IT equipment generate substantial amounts of heat, which must be continuously removed. Depending on the design of the facility, this can involve chilled-water systems, evaporative cooling towers, adiabatic cooling or increasingly, direct liquid cooling technologies.

The amount of water consumed varies significantly between facilities. It depends on factors including IT load, cooling architecture, local climate, operating conditions and how heat is ultimately rejected from the site.

Where evaporative cooling towers are used, water is lost through evaporation and through the process of managing mineral concentrations within the system. This creates an ongoing requirement for replacement or ‘make-up’ water.

Water can also be required for:

  • Humidity and environmental control – depending on the facility’s cooling and air-management systems.
  • Cleaning and maintenance – including cooling and water-treatment systems.
  • General site requirements – including welfare and other building services.
  • Fire protection – depending on the fire suppression infrastructure installed at the site.

Newer cooling technologies are changing the relationship between data centres and water. Closed-loop and direct-liquid systems can reduce water consumption in some configurations, but the overall requirement still depends on how the complete cooling system has been designed and how heat is ultimately rejected.

For operators, the important question is therefore not simply “How much water does a data centre use?” but “What does this particular facility require under normal and peak operating conditions — and what happens if that supply is interrupted?”

Where there is insufficient mains capacity, a temporary requirement or an interruption to the normal supply, bulk water delivery by tanker can provide additional or replacement supply. For water-critical facilities, however, arranging this reactively can introduce unnecessary operational risk.

What should you consider when choosing a bulk water supplier and FAQs?

Where water supports critical cooling or other essential systems, selecting a bulk water supplier needs to consider more than price and delivery volume.

Can they provide a reliable bulk water supply?

Data centres operate around the clock, and cooling requirements continue alongside the IT load.

If bulk water delivery forms part of the site’s normal operating model, or an alternative water supply forms part of its contingency arrangements, understand how the supplier would maintain deliveries over an extended period — not simply whether they can provide a single water tanker at short notice.

Ask about fleet capacity, driver availability, geographical coverage, available water sources and how the supplier manages competing demand during major incidents.

Can they provide an emergency water supply?

The ability to deliver planned bulk water does not necessarily demonstrate the ability to respond effectively to an emergency.

An emergency water supply may need to be mobilised quickly, maintained continuously and scaled as the incident develops.

Ask what happens when you activate the service. Who receives the call? How is the requirement assessed? Where will the water come from? How quickly can tankers be mobilised? What happens if the incident continues for several days?

For critical infrastructure, these arrangements are better established before an interruption occurs.

Do they understand your water quality requirements?

Different cooling and water-treatment systems can have specific water-quality requirements.

Mineral content, hardness and other characteristics can affect scaling, corrosion and treatment performance. A prospective supplier should therefore establish the required water specification before supply begins rather than assuming that one standard is appropriate for every application.

Where potable water supply is required, the supplier should also be able to demonstrate appropriate water-quality controls, handling procedures and traceability.

Do they have experience supporting critical infrastructure?

A routine commercial water tanker delivery and a critical emergency water requirement are very different operational propositions.

Ask how the supplier has performed in situations involving prolonged incidents, high demand, short mobilisation times or infrastructure where interruption carries significant operational consequences.

Look beyond the promise of rapid delivery and understand the systems, people, fleet and supply network that sit behind it.

What bulk water delivery capacity and contingency do they have?

Reliability depends partly on redundancy.

Consider what happens if a vehicle becomes unavailable, your water requirement increases unexpectedly or a second delivery point is required.

A bulk water supplier should be able to explain how it would scale resources and maintain continuity rather than relying on a single vehicle, driver or water source.

For larger requirements, this should include how multiple tanker movements would be coordinated and how a continuous or high-volume bulk water supply would be maintained safely on site.

Has the site been assessed for water tanker deliveries?

Data centre sites can present specific logistical challenges, including vehicle access, security controls, delivery windows and restrictions around where tankers can manoeuvre or discharge.

These should be assessed in advance.

A planned site survey can identify access requirements, connection arrangements, delivery routes, on-site storage capacity, tanker turnaround and other practical considerations before an emergency water delivery is required.

Do they understand local water availability?

Water availability is increasingly part of the planning conversation around data centre development.

An alternative or emergency water supply still depends on access to appropriate and authorised sources of water. A credible supplier should understand local supply conditions and be realistic about what can be delivered, particularly during periods of high regional demand.

This is particularly important when contingency arrangements depend on significant volumes of bulk water being available at short notice.

Can the bulk water supply arrangement scale as the site develops?

Data centre requirements can change considerably as additional capacity comes online.

If a site is being developed in phases, consider the longer-term requirement as well as day-one demand. Ask how the supplier would respond to increased consumption, additional delivery locations or changes in operating profile.

A supplier capable of meeting an occasional water tanker requirement may not necessarily have the resources or network needed to support sustained, high-volume bulk water delivery.

Plan your emergency water supply before it is needed

For a data centre, an emergency water supply plan should not begin with trying to find a tanker after the mains supply has already failed.

Where water is operationally critical, contingency planning should establish in advance:

  • the site’s normal and peak water requirement;
  • required water quality and specification;
  • how quickly an interruption begins to affect operations;
  • available on-site water storage;
  • tanker access and connection points;
  • expected bulk water delivery volumes and frequency;
  • potential alternative water sources;
  • mobilisation and escalation procedures; and
  • how the emergency response would scale during a prolonged incident.
